Is it ok for someone to hold your car hostage at a salvage yard?

I had my car at a service garage. The guy wanted $500 to fix it, I didn't have that kind of money so he has holding it for a time. This was 3 months ago and I tried to call him he never returned my calls or ever called me to tell me he was going to move it to his yard. Now two weeks ago I went to pick it up and he has moved it to the other side of Buckeye. He is telling me he wants $300 for holding it. He never told me he was moving it or that I was going to owe him anything. Now I need $300 to get it back and still need to spend $500 to fix it. I don't know what to do. I just keep getting screwed and I can't find anyone I can trust. What should I do? PLEASE HELP ME. Thank you for reading.
