question about instrument panel in a 2004 chevy trailbalzer?

the tach stopped workin and dealer says i need new panel. i found one in salvage yard for alot less than the 450 from dealer. the problem is the dealer says that it has to be purchased from the dealer because it has to be flashed and one out of a salvage yard will not work. does anyone know if this is true or not? any help will be greatly appreciated. thanks!
